Rwabukwizi, director of the opposition newspaper Kanguka, was
shot dead by the military sometime between April 10 and 12 in front of
his home in Nyamirambo, Kigali. He was considered to be close to the
rebel Rwandan Patriotic Front. The government had long persecuted
Rwabukwizi for his work as a journalist, including a 15-year jail term
imposed in 1990, of which he served 10 months. Within a month of his
release, he was detained again for a further four months. He was freed
in September 1991 but was constantly harassed. He sometimes went into
hiding.
