Leka, a reporter for the independent daily, Koha Jone, was arrested on January 31, 1994, together with his editor in connection with an article that appeared January 21. The article, written by Leka, was about a message sent by the minister of defense ordering troops to leave their weapons in the barracks when they are off duty. Both men were accused of revealing state secrets and writing “slander” against the Minister. On February 28, Leka was convicted and sentenced to one and a half years in prison. He is appealing the verdict.
