Akuta-Too, an army lieutenant and reporter for Tarehe Sita, a weekly of the National Resistance Army (NRA), was detained following publication of an article he had written about military affairs that appeared in the September 16, 1991 issue of New Vision, a government-owned daily newspaper. Akuta-Too was charged with divulging information meant for internal NRA consumption. At year’s end, he remained in detention in a military barracks.
