Mugabe, editor-in-chief of the Kigali-based independent magazine, Le Tribun du Peuple was arrested January 4, 1992, and sentenced February 12,1992 to four years in prison for “insulting the head of state.” The charge stemmed from a cartoon published in the January 1992 issue of the magazine. Mugabe was also fined 5,000 Rwandan francs (US$190) for violating a new press code that required him to submit copies of the magazine to a government registrar.
