Singh, managing editor of the Punjabi daily Aaj di Awaz, was detained by state police officers on Jan. 11, 1994. Ten days later, Singh was charged with violating the Terrorist and Disruptive Activities Act (TADA). The charge was based on allegedly mcruninating statements made by Kashmiri separatist Nisar Ahmed, who has been in police custody for two years.
