Africa, the editor of the Kigali-based bi-monthly Umwava newspaper and a former government informant, was arrested September 14, 1992,and convicted of “threatening the head of state.” His detention appears to stem from articles published in the August issue of Umurava, in which he alleged that individuals close to President Juvenal Habyarimana and leaders of the Coalition for the Defense of the Republic (CDR), a Hutu extremist group, were directly involved in death squad operations. Following the distribution of the newspaper’s August issue, two cars drove up to Africa’s house and left a leaflet behind stating … “You count on publishing more (against the president) in the next issue; if you do it, you will not survive …” Africa is said to have chosen to remain in the Central Prison for his own safety, pending an appeal.
