Pelayo, manager of the radio station Llanorámica in Puerto Rondón, Arauca, was killed by members of the National Liberation Army, a guerrilla group that has been leading an insurgency against the government for the last two decades. The guerrillas broke into the station's studio and shot Pelayo as he was broadcasting a program. They left behind flyers that accused Pelayo of being an enemy of the people and a member of paramilitary groups.
