Milka, a journalist with the official Agence Mauritanienne de Presse, has reportedly been detained without charge since November 1989. Apparently, he was arrested because of his affiliation with the Halpulaar ethnic group, which the government suspects of being sympathetic to the opposition Africa Liberation Forces of Mauritania. There is reason to believe he has been tortured.
