2. Although not explicit, legal threats to journalists persist

Even as China’s virtual landscape buzzes with criticism of social injustices, government policy, and propaganda directives, independent journalism and expression are still perceived by the Communist Party as explicit political threats. Authorities also exploit vague legal language to prosecute dissenters based on published content, or bypass due process altogether, holding critics without charge or without notifying family members.

As the founding editor, in 2005, of the Liberian online investigative news site FrontPage Africa, Rodney Sieh has fought off lawsuits, imprisonment, and death threats. In the face of such pressures, he has still managed to expand the website into one of Liberia’s best-selling daily newspapers, making him a leading figure in both new and traditional news media in the country. It’s not surprising then, that he was one of 17 prominent African journalists and publishers invited by the Chinese government to a three-week “News and Publishing Seminar in Developing Countries” last August in Beijing.

Not every media company is as tempting a target for hackers as The New York Times, The Washington Post, or The Wall Street Journal. Not every company can afford high-priced computer security consultants, either. Is there anything that everyday reporters and their editors can learn about protecting themselves, based on the revelatory details the Times and other targets made public last week?

New York, October 29, 2012--Officials from China's Communist Party should stop censoring and obstructing foreign journalists in the lead-up to the Party Congress scheduled for November 8, the Committee to Protect Journalists said today. Information security is notoriously tight before the five-yearly congress, which is expected to usher in high-level leadership change in 2012.

Pity those of us who monitor the ups and downs of China's popular microblog platform, Sina Weibo. For every story its users spread in defiance of local censorship, there follows a clampdown. Whether it's the latest strike against rumors, or real name registration, or newly banned keywords, there's always another restriction in the works as the service struggles to keep a lid on sensitive conversations without driving away its user base. "China tightens grip on social media," we might report, as the Financial Times did in April. And last October. (The U.K.-based newspaper also noted China's grip tightening on lawyers in March.) It's not that these headlines are misleading. They simply show how difficult it is to illustrate the grip that always tightens, but never quite suffocates.

Chinese journalists are speaking out more often to protest attacks, harassment, and arrests. The discussion of press rights—and the central government’s stance—may foretell the future of broader reforms in China. A CPJ special report by Madeline Earp

Today, members of China's Communist Party Central Committee met in Beijing to open a three-day discussion on the country's next five-year development plan. And while they're unlikely to openly debate a recent letter by 23 senior Party members, which called for sweeping reforms of China's media censorship policies, it will certainly be in the air.
